个人原因：家用电器越来越多，手机使用越来越多。
社会原因：人口越来越多，机动车越来越多，自动化设备使用越来越多。
解决办法：鼓励尽量少使用电器和手机通讯；发展减噪技术，让汽车和机床发出尽量少的噪音；鼓励人们分散居住。

Nowadays there seems to be more and more noise around us that annoys us and reduces the quality of our life. For this problem, I think both individuals and the entire society are to blame.
Just about half a century ago, very few household electric appliances were used. Most families then possessed only a radio, or a small black-and-white TV, which produced little noise. By contrast, almost all families today are filled with piles of appliances such as refrigerators, air-conditioning systems, large-size color TVs, dish washers, ovens, to name only a few, which, while making our life more convenient, also make it unbearably noisy. Worse still, with the popularity of modern communication technologies, we now rely more on voice and sound than letter writing and pictures for communication. This greatly exacerbates the noise problem around us.
Another contributing factor, of course, is the population explosion the world has been experiencing in the last few decades, especially in large cities. In order to accommodate the ever-increasing number of people who rush into cities, governments have to build more houses and provide more public transportation services. Also, factories have to run more machines to manufacture more products to meet the ever-growing demands from the consumers. That is why we are forever inundated with noise wherever we go in cities, for construction sites, buses, metros, and factories are forever making unpleasant noises.
I would make two suggestions to alleviate the noise problem. In the first place, people should be encouraged to minimize the use of electric appliances and especially their cell phones. In some public places, the use of cell phones, like smoking, should be restricted, or even prohibited. Then the government should invest in the development of noise-reducing technologies so that the automobiles and factories will not produce that much noise. Finally, it would be great that people are distributed and live in separate places, rather than crowd in the few mega cities. (321 words)
